青(qing)島地鐵3號(hao)線土建(jian)14標段,是(shi)青(qing)島地鐵3號(hao)線10多個標段中情況比較復雜(za)的標段工(gong)程,自從項目進場伊始,征地拆遷難(nan)、外(wai)圍環境復雜(za)、下(xia)穿膠濟線鐵路(lu)、下(xia)穿老舊居民建(jian)筑等(deng)一系列(lie)難(nan)題就(jiu)擺(bai)在了項目經理王春國的面前,但是(shi),開弓沒有回頭箭,既然已(yi)經接(jie)手(shou)項目,只能一往無前!

一(yi)到青(qing)島(dao)(dao)地鐵(tie)3號線(xian)的他,就(jiu)潛(qian)心投入(ru)到項目(mu)管(guan)理(li)中(zhong),梳(shu)理(li)著一(yi)道又(you)一(yi)道工序,組(zu)織著一(yi)個(ge)又(you)一(yi)個(ge)戰役(yi),在(zai)他的帶領下,中(zhong)鐵(tie)十四局集(ji)團青(qing)島(dao)(dao)地鐵(tie)一(yi)期工程3號線(xian)14標(biao)項目(mu)部一(yi)舉奪得了(le)(le)2012年(nian)度(du)地鐵(tie)建設(she)先(xian)(xian)進單位、2012年(nian)度(du)宣傳報(bao)道先(xian)(xian)進單位、2012年(nian)度(du)安康杯優(you)勝班組(zu)、2012年(nian)度(du)山東省自主創新(xin)模(mo)范企(qi)業等一(yi)系列榮(rong)譽稱(cheng)號,他本人也榮(rong)獲&“優(you)秀項目(mu)經(jing)理(li)”、&“青(qing)島(dao)(dao)市工人先(xian)(xian)鋒(feng)”等稱(cheng)榮(rong)譽,徹底打響(xiang)了(le)(le)中(zhong)鐵(tie)十四局在(zai)青(qing)島(dao)(dao)“特別能吃苦、特別能戰斗”的名號,為(wei)中(zhong)鐵(tie)十四局贏得了(le)(le)良(liang)好(hao)的企(qi)業聲譽。

盯安全沖(chong)在危險源第(di)一線

安(an)(an)(an)全生產(chan)是(shi)一個施(shi)工(gong)(gong)(gong)企(qi)業命脈,它關(guan)系著一個企(qi)業的(de)生存和(he)發(fa)展(zhan)。面對(dui)青島地鐵3號線嚴(yan)峻的(de)安(an)(an)(an)全形勢,王春國經理(li)與項目書記(ji)、總工(gong)(gong)(gong)、生產(chan)副經理(li)、安(an)(an)(an)全員(yuan)(yuan)、施(shi)工(gong)(gong)(gong)員(yuan)(yuan)、工(gong)(gong)(gong)程技術人(ren)員(yuan)(yuan)一道(dao)(dao),及時對(dui)隧道(dao)(dao)施(shi)工(gong)(gong)(gong)的(de)安(an)(an)(an)全工(gong)(gong)(gong)作進行(xing)了梳(shu)理(li),他深(shen)入到隧道(dao)(dao)掌子面一次(ci)又一次(ci)查看(kan)情(qing)況,摸清(qing)了施(shi)工(gong)(gong)(gong)中存在的(de)20多種危(wei)險(xian)源,針(zhen)對(dui)這些問題和(he)復雜的(de)地質情(qing)況,果斷采取了監控量(liang)測信息化(hua)管理(li)、安(an)(an)(an)全質量(liang)危(wei)險(xian)源管理(li),又有針(zhen)對(dui)性地制定(ding)了18項應急預案(an),并認真組織實施(shi),逐(zhu)步(bu)使工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)步(bu)入良性發(fa)展(zhan)。

為(wei)進一(yi)(yi)步提(ti)高員(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)安(an)(an)全(quan)意識,他在項目部中推行安(an)(an)全(quan)包保連帶責(ze)任(ren)(ren)追究制(zhi),規定任(ren)(ren)何一(yi)(yi)道(dao)工(gong)(gong)(gong)(gong)(gong)序作業(ye)的(de)(de)(de)員(yuan)工(gong)(gong)(gong)(gong)(gong)出(chu)現安(an)(an)全(quan)事(shi)故,當班的(de)(de)(de)施工(gong)(gong)(gong)(gong)(gong)員(yuan)、安(an)(an)全(quan)員(yuan)都要(yao)受(shou)到處罰,而(er)且一(yi)(yi)同作業(ye)的(de)(de)(de)員(yuan)工(gong)(gong)(gong)(gong)(gong),也要(yao)對(dui)其進行責(ze)任(ren)(ren)追究和經濟罰款,這(zhe)種連帶責(ze)任(ren)(ren)追究制(zhi),使參戰員(yuan)工(gong)(gong)(gong)(gong)(gong)更(geng)加重(zhong)視(shi)安(an)(an)全(quan)。在安(an)(an)全(quan)得以(yi)保障的(de)(de)(de)情況(kuang)下,他又(you)狠抓工(gong)(gong)(gong)(gong)(gong)程質(zhi)(zhi)量(liang),堅持工(gong)(gong)(gong)(gong)(gong)區分工(gong)(gong)(gong)(gong)(gong)負(fu)責(ze)管理(li)的(de)(de)(de)辦法,在施工(gong)(gong)(gong)(gong)(gong)現場實(shi)行“人盯工(gong)(gong)(gong)(gong)(gong)序”的(de)(de)(de)管理(li)辦法,并(bing)認真(zhen)落實(shi)工(gong)(gong)(gong)(gong)(gong)程質(zhi)(zhi)量(liang)“三(san)檢制(zhi)”、“工(gong)(gong)(gong)(gong)(gong)序交接制(zhi)”、“內部旁(pang)站(zhan)監理(li)制(zhi)度”,盯住每道(dao)施工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)序,使工(gong)(gong)(gong)(gong)(gong)程質(zhi)(zhi)量(liang)穩(wen)步上升(sheng)。

搞創新集思廣益國內領先

2012年(nian),當項(xiang)目施工生產逐步走入正軌,各項(xiang)工作有條不紊的(de)(de)開展之際,一只“攔(lan)路(lu)虎”橫在了項(xiang)目部全體員工面(mian)(mian)前(qian),那就(jiu)是如何穿越(yue)永(yong)平路(lu)至青島火車北站區間的(de)(de)五棟老(lao)樓(lou)房和(he)大量平房區,這些老(lao)舊樓(lou)房普遍建于上世(shi)紀(ji)70年(nian)代,有的(de)(de)甚(shen)至更早,如何安全高效的(de)(de)穿越(yue)上述風險源,成為擺在王春(chun)國面(mian)(mian)前(qian)的(de)(de)一道(dao)難題(ti)。

王春國(guo)(guo)親(qin)自參與施(shi)(shi)工(gong)(gong)(gong)(gong)組(zu)織(zhi)方(fang)(fang)案的(de)編寫,請(qing)來多位(wei)國(guo)(guo)內知名專家優(you)(you)化(hua)施(shi)(shi)工(gong)(gong)(gong)(gong)方(fang)(fang)案,經過數十次方(fang)(fang)案論證和現(xian)場試驗,最終形(xing)成(cheng)了“雙(shuang)楔形(xing)”掏槽(cao)(cao)和“中控(kong)大直徑直眼掏槽(cao)(cao)”爆(bao)(bao)破(po)(po)(po)(po)設計方(fang)(fang)案。在(zai)(zai)整個爆(bao)(bao)破(po)(po)(po)(po)過程中,施(shi)(shi)工(gong)(gong)(gong)(gong)人員通(tong)過監測數據采集(ji),及(ji)時調整爆(bao)(bao)破(po)(po)(po)(po)參數,使(shi)爆(bao)(bao)破(po)(po)(po)(po)施(shi)(shi)工(gong)(gong)(gong)(gong)振動(dong)(dong)控(kong)制達(da)到了預期效果。爆(bao)(bao)破(po)(po)(po)(po)施(shi)(shi)工(gong)(gong)(gong)(gong)的(de)振速由(you)國(guo)(guo)家規定(ding)的(de)3.5至5厘(li)米/秒,降至1厘(li)米/秒以內,達(da)到了國(guo)(guo)內先進水平,順利實現(xian)了五棟樓房(fang)的(de)地下穿(chuan)越。在(zai)(zai)一(yi)流(liu)的(de)專項施(shi)(shi)工(gong)(gong)(gong)(gong)技(ji)術支持下,他又不失時機地組(zu)織(zhi)項目部施(shi)(shi)工(gong)(gong)(gong)(gong)生(sheng)產大比武,先后開展了“大干100天”,“保安全、保質量、樹信譽&”等勞動(dong)(dong)競賽活動(dong)(dong),還對競賽活動(dong)(dong)優(you)(you)秀人員進行獎勵,激勵了員工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作的(de)積極性,施(shi)(shi)工(gong)(gong)(gong)(gong)進度(du)(du)更加有序可控(kong)。2013年3月,中鐵十四局(ju)青(qing)島地鐵3號線(xian)項目部在(zai)(zai)全線(xian)范圍(wei)內率先實現(xian)標段貫通(tong),受到地鐵集(ji)團的(de)高度(du)(du)贊揚!

抓節(jie)約(yue)嚴格制度鐵面無私(si)

“一(yi)項(xiang)工(gong)(gong)(gong)程(cheng)(cheng)沒有(you)(you)效益,出(chu)現虧(kui)損,還(huan)不如不干,對(dui)企(qi)業(ye)也(ye)沒有(you)(you)推動作(zuo)用(yong)。”這是王(wang)(wang)春(chun)國(guo)經常掛在(zai)嘴邊(bian)的(de)(de)(de)(de)話。擔任過數個項(xiang)目(mu)經理的(de)(de)(de)(de)他,深知效益對(dui)企(qi)業(ye)發展的(de)(de)(de)(de)推動作(zuo)用(yong)。青(qing)島地鐵14標項(xiang)目(mu)部(bu)(bu)(bu),從2010年6月開(kai)工(gong)(gong)(gong),由于(yu)(yu)各(ge)方面(mian)原因(yin)(yin),工(gong)(gong)(gong)期一(yi)再拖延,給工(gong)(gong)(gong)程(cheng)(cheng)成(cheng)(cheng)本造成(cheng)(cheng)了很大(da)的(de)(de)(de)(de)壓力(li)。針對(dui)這些問(wen)(wen)(wen)題,王(wang)(wang)春(chun)國(guo)認真查找造成(cheng)(cheng)前期成(cheng)(cheng)本壓力(li)的(de)(de)(de)(de)因(yin)(yin)素,根據分析判斷,他把(ba)這些問(wen)(wen)(wen)題,歸結于(yu)(yu)進度(du)上(shang)不去,造成(cheng)(cheng)機械臺班過多、人員(yuan)工(gong)(gong)(gong)資(zi)增(zeng)多、材料周轉不快、多投(tou)入等,找出(chu)問(wen)(wen)(wen)題癥(zheng)結后,王(wang)(wang)春(chun)國(guo)及時(shi)在(zai)生(sheng)產進度(du)上(shang)做文章,在(zai)項(xiang)目(mu)部(bu)(bu)(bu)內推出(chu)了項(xiang)目(mu)部(bu)(bu)(bu)績效工(gong)(gong)(gong)資(zi)考(kao)核制度(du),規定項(xiang)目(mu)部(bu)(bu)(bu)各(ge)部(bu)(bu)(bu)室、工(gong)(gong)(gong)區(qu)和施工(gong)(gong)(gong)作(zuo)業(ye)班組完(wan)成(cheng)(cheng)和超額完(wan)成(cheng)(cheng)當班計劃任務,一(yi)律給予相應(ying)(ying)獎(jiang)勵(li);對(dui)于(yu)(yu)未完(wan)成(cheng)(cheng)相應(ying)(ying)施工(gong)(gong)(gong)計劃的(de)(de)(de)(de)部(bu)(bu)(bu)門,則(ze)處以相應(ying)(ying)的(de)(de)(de)(de)罰款(kuan),獎(jiang)罰每月兌現一(yi)次,經濟杠桿的(de)(de)(de)(de)作(zuo)用(yong),把(ba)每一(yi)名參戰員(yuan)工(gong)(gong)(gong)的(de)(de)(de)(de)積極性調動起來,生(sheng)產進度(du)有(you)(you)了突飛猛(meng)進的(de)(de)(de)(de)勢頭,無形之中降低了工(gong)(gong)(gong)程(cheng)(cheng)成(cheng)(cheng)本。

在(zai)項(xiang)目(mu)管(guan)理中,他(ta)及時注意開源節流,定(ding)期(qi)進行成本分析(xi),對工(gong)地材(cai)(cai)料浪(lang)費過大(da)的(de)(de)情況,他(ta)采取了(le)(le)工(gong)區上報材(cai)(cai)料計(ji)劃,經濟管(guan)理部門和工(gong)程技術部門對其工(gong)作量進行審核(he),限額發料,一(yi)下扭轉了(le)(le)以往隨意領料的(de)(de)情況。同時他(ta)積(ji)極(ji)組織(zhi)節能降(jiang)耗活動,對耗油大(da),功力不高的(de)(de)機(ji)械,一(yi)律進行改造,僅(jin)此一(yi)項(xiang),項(xiang)目(mu)部每月比前期(qi)降(jiang)低成本15000多(duo)元(yuan)。

獻愛心與員(yuan)工相處以心交心

一(yi)個(ge)項目工(gong)(gong)(gong)(gong)程(cheng)的(de)(de)(de)(de)成敗,人與人之間(jian)的(de)(de)(de)(de)和(he)諧(xie),起(qi)著至關(guan)重(zhong)要的(de)(de)(de)(de)作用。2013年3月份(fen),為(wei)進一(yi)步理順(shun)內部(bu)關(guan)系,在(zai)他(ta)(ta)(ta)(ta)(ta)的(de)(de)(de)(de)主持下,項目部(bu)開(kai)展(zhan)了(le)(le)(le)(le)開(kai)門納(na)言談(tan)(tan)心活動(dong)(dong),解(jie)(jie)答解(jie)(jie)決(jue)職(zhi)工(gong)(gong)(gong)(gong)提出(chu)的(de)(de)(de)(de)問題(ti)(ti),采集合理化建議(yi)。他(ta)(ta)(ta)(ta)(ta)與每(mei)名職(zhi)工(gong)(gong)(gong)(gong)進行了(le)(le)(le)(le)“面(mian)(mian)(mian)對面(mian)(mian)(mian)”的(de)(de)(de)(de)談(tan)(tan)心交流,對取得成績的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)給予(yu)鼓(gu)勵(li)和(he)肯定,對存在(zai)缺點(dian)和(he)問題(ti)(ti)的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)提出(chu)具(ju)體的(de)(de)(de)(de)改正(zheng)要求及時限(xian),對情緒波動(dong)(dong)較大(da)的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)了(le)(le)(le)(le)解(jie)(jie)思想動(dong)(dong)態和(he)家(jia)(jia)庭困(kun)難(nan),理順(shun)情緒,化解(jie)(jie)矛(mao)盾,鼓(gu)起(qi)他(ta)(ta)(ta)(ta)(ta)們的(de)(de)(de)(de)勇氣(qi)和(he)信心。他(ta)(ta)(ta)(ta)(ta)先后(hou)與30多名員工(gong)(gong)(gong)(gong)和(he)外(wai)協隊伍員工(gong)(gong)(gong)(gong)進行了(le)(le)(le)(le)面(mian)(mian)(mian)對面(mian)(mian)(mian)的(de)(de)(de)(de)談(tan)(tan)話,項目部(bu)每(mei)一(yi)個(ge)員工(gong)(gong)(gong)(gong)的(de)(de)(de)(de)情況,他(ta)(ta)(ta)(ta)(ta)都(dou)一(yi)清二楚。項目部(bu)外(wai)聘員工(gong)(gong)(gong)(gong)洪峰家(jia)(jia)屬來(lai)探(tan)親(qin),正(zheng)逢六(liu)一(yi)兒童節,他(ta)(ta)(ta)(ta)(ta)親(qin)自安(an)排辦公室人員為(wei)他(ta)(ta)(ta)(ta)(ta)的(de)(de)(de)(de)孩子發放學(xue)習(xi)用品和(he)玩具(ju);材(cai)料(liao)員曹月福收入不高,家(jia)(jia)庭負擔(dan)過重(zhong),王(wang)春(chun)國及時代(dai)他(ta)(ta)(ta)(ta)(ta)向(xiang)工(gong)(gong)(gong)(gong)會申請了(le)(le)(le)(le)救濟,解(jie)(jie)決(jue)了(le)(le)(le)(le)他(ta)(ta)(ta)(ta)(ta)生活上的(de)(de)(de)(de)難(nan)題(ti)(ti),在(zai)項目部(bu)只要任何一(yi)個(ge)員工(gong)(gong)(gong)(gong)生活和(he)工(gong)(gong)(gong)(gong)作上有(you)困(kun)難(nan),他(ta)(ta)(ta)(ta)(ta)都(dou)出(chu)面(mian)(mian)(mian)幫助解(jie)(jie)決(jue),徹底(di)解(jie)(jie)決(jue)了(le)(le)(le)(le)員工(gong)(gong)(gong)(gong)的(de)(de)(de)(de)后(hou)顧(gu)之憂。而家(jia)(jia)在(zai)青島的(de)(de)(de)(de)他(ta)(ta)(ta)(ta)(ta),因(yin)為(wei)工(gong)(gong)(gong)(gong)作忙碌,一(yi)星期都(dou)回去(qu)不了(le)(le)(le)(le)幾(ji)次。2013年5月26日(ri),青島市氣(qi)象臺發布暴(bao)雨警報,而此時王(wang)春(chun)國的(de)(de)(de)(de)母親(qin)因(yin)病正(zheng)在(zai)住(zhu)院(yuan)(yuan),他(ta)(ta)(ta)(ta)(ta)顧(gu)不上陪(pei)伴年邁(mai)的(de)(de)(de)(de)母親(qin),整夜奔波在(zai)施工(gong)(gong)(gong)(gong)現(xian)場一(yi)線,指(zhi)揮項目部(bu)的(de)(de)(de)(de)防洪搶險工(gong)(gong)(gong)(gong)作,直到(dao)27日(ri)暴(bao)雨過后(hou),才(cai)急(ji)匆匆前(qian)往醫院(yuan)(yuan)探(tan)望母親(qin)。

正(zheng)是(shi)在(zai)(zai)王春國(guo)經理(li)的(de)帶領(ling)下,中鐵(tie)(tie)十(shi)(shi)四(si)局青(qing)島(dao)地(di)(di)鐵(tie)(tie)14標項目部全體員(yuan)工(gong)(gong)發(fa)(fa)揚“逢山鑿路(lu)、遇水架橋(qiao)”的(de)鐵(tie)(tie)道兵精神(shen),頑強(qiang)拼(pin)搏,兢兢業業,使(shi)14標段的(de)施工(gong)(gong)生產(chan)進度(du)在(zai)(zai)3號(hao)(hao)線(xian)全線(xian)中處于領(ling)跑地(di)(di)位(wei),贏得了地(di)(di)鐵(tie)(tie)公司的(de)高度(du)肯定。2012年(nian)11月,中鐵(tie)(tie)十(shi)(shi)四(si)局集團再中青(qing)島(dao)地(di)(di)鐵(tie)(tie)2號(hao)(hao)線(xian)標段,為中鐵(tie)(tie)十(shi)(shi)四(si)局在(zai)(zai)青(qing)島(dao)地(di)(di)鐵(tie)(tie)市場的(de)滾動發(fa)(fa)展打(da)下了堅(jian)實的(de)基礎(chu)。
