
歷(li)經(jing)兩年(nian)零(ling)三個(ge)月(yue),在(zai)青(qing)島市(shi)人(ren)民(min)政(zheng)府、青(qing)島市(shi)地(di)鐵工(gong)程建設(she)指(zhi)揮部(bu)辦(ban)(ban)公室(shi)(地(di)鐵集團)的(de)(de)共同努力下,我省首部(bu)軌道(dao)交通(tong)(tong)土(tu)地(di)資源(yuan)開(kai)(kai)發(fa)利用綜合(he)性辦(ban)(ban)法--《青(qing)島市(shi)軌道(dao)交通(tong)(tong)土(tu)地(di)資源(yuan)開(kai)(kai)發(fa)利用管理辦(ban)(ban)法》于2016年(nian)10月(yue)18日經(jing)青(qing)島市(shi)第十五屆人(ren)民(min)政(zheng)府第120次常務會議審(shen)議通(tong)(tong)過,于2016年(nian)11月(yue)9日簽(qian)發(fa)第249號政(zheng)府令,并將于2017年(nian)1月(yue)1日起施行。《辦(ban)(ban)法》的(de)(de)頒布實施,將拓寬軌道(dao)交通(tong)(tong)融資渠道(dao),真正(zheng)意義上實現以土(tu)地(di)資源(yuan)開(kai)(kai)發(fa)收(shou)益支持我市(shi)軌道(dao)交通(tong)(tong)建設(she)可持續(xu)發(fa)展(zhan)的(de)(de)長遠目(mu)標。
城(cheng)市(shi)的(de)(de)(de)(de)(de)發展(zhan)離不(bu)開(kai)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)的(de)(de)(de)(de)(de)支持,軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)的(de)(de)(de)(de)(de)建(jian)(jian)設(she)離不(bu)開(kai)政府(fu)的(de)(de)(de)(de)(de)資金(jin)支撐,根據青島市(shi)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)線網規(gui)劃,軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)遠期線網共規(gui)劃838公里, “十三五(wu)”期間需(xu)籌集(ji)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)建(jian)(jian)設(she)資金(jin)1860億(yi)元,城(cheng)市(shi)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)“準公共產品(pin)、準公益(yi)性”的(de)(de)(de)(de)(de)行(xing)業屬性和經濟(ji)特點決(jue)定(ding)了建(jian)(jian)設(she)資金(jin)與(yu)建(jian)(jian)設(she)進度(du)、運營(ying)收益(yi)與(yu)運營(ying)損(sun)耗間的(de)(de)(de)(de)(de)內生矛盾,因此,在現行(xing)體制下構建(jian)(jian)并通(tong)(tong)(tong)過政府(fu)立法形(xing)(xing)式(shi)固(gu)定(ding)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)盈利模式(shi),將軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)帶(dai)來的(de)(de)(de)(de)(de)沿線土(tu)地(di)(di)增(zeng)值、沿線物業增(zeng)值、商(shang)業集(ji)聚效(xiao)應(ying)等(deng)外部化的(de)(de)(de)(de)(de)產出效(xiao)益(yi)還原為(wei)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)經營(ying)單位的(de)(de)(de)(de)(de)內部效(xiao)益(yi),形(xing)(xing)成“地(di)(di)鐵(tie)建(jian)(jian)設(she)+效(xiao)益(yi)返還”的(de)(de)(de)(de)(de)良性循環,不(bu)僅需(xu)要依托完善(shan)的(de)(de)(de)(de)(de)市(shi)場機制,更為(wei)重(zhong)要地(di)(di)是(shi)需(xu)要通(tong)(tong)(tong)過政府(fu)引導和政策支持,使“有(you)(you)形(xing)(xing)的(de)(de)(de)(de)(de)手”與(yu)“無形(xing)(xing)的(de)(de)(de)(de)(de)手”相得益(yi)彰,才能更好地(di)(di)促進城(cheng)市(shi)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)健康、有(you)(you)序發展(zhan)。
《青(qing)島市軌道(dao)交(jiao)通土(tu)(tu)地(di)資源(yuan)開(kai)發(fa)利用(yong)(yong)管理辦(ban)(ban)(ban)(ban)法(fa)(fa)》克服了(le)“無(wu)資可(ke)(ke)鑒(jian)、無(wu)章可(ke)(ke)循”的(de)(de)困(kun)難,在國家(jia)層面(mian)未出臺(tai)軌道(dao)交(jiao)通沿(yan)線(xian)土(tu)(tu)地(di)開(kai)發(fa)上(shang)(shang)位法(fa)(fa)的(de)(de)前(qian)提下(xia)(xia),結合本市實際情況,不斷(duan)總結提煉實踐(jian)中的(de)(de)經(jing)驗(yan)和(he)教(jiao)訓,從城(cheng)市總體(ti)(ti)戰(zhan)略發(fa)展及軌道(dao)交(jiao)通線(xian)網規(gui)劃的(de)(de)大格局出發(fa),以(yi)規(gui)范(fan)性(xing)(xing)和(he)適(shi)用(yong)(yong)性(xing)(xing)為(wei)原則,以(yi)科學性(xing)(xing)和(he)創(chuang)新性(xing)(xing)為(wei)指導(dao),完成了(le)《辦(ban)(ban)(ban)(ban)法(fa)(fa)》的(de)(de)編撰。《辦(ban)(ban)(ban)(ban)法(fa)(fa)》共分二(er)十六條,分別規(gui)范(fan)了(le)土(tu)(tu)地(di)開(kai)發(fa)原則、土(tu)(tu)地(di)規(gui)劃控制(zhi)(zhi)范(fan)圍、土(tu)(tu)地(di)開(kai)發(fa)核心區(qu)(qu)和(he)特定(ding)區(qu)(qu)的(de)(de)設(she)置、土(tu)(tu)地(di)利用(yong)(yong)專項規(gui)劃的(de)(de)編制(zhi)(zhi)、綜合開(kai)發(fa)項目整體(ti)(ti)規(gui)劃設(she)計、沿(yan)線(xian)土(tu)(tu)地(di)開(kai)發(fa)整理,以(yi)及土(tu)(tu)地(di)使用(yong)(yong)權出讓收益歸集管理等內容。《辦(ban)(ban)(ban)(ban)法(fa)(fa)》出臺(tai)后(hou),市政(zheng)府(fu)、市地(di)鐵(tie)辦(ban)(ban)(ban)(ban)(地(di)鐵(tie)集團)將把工作重心轉移到市區(qu)(qu)統籌(chou)和(he)部門協(xie)調上(shang)(shang),關注并改(gai)善(shan)政(zheng)策下(xia)(xia)發(fa)后(hou)的(de)(de)執行情況,力爭早日顯現《辦(ban)(ban)(ban)(ban)法(fa)(fa)》成效,為(wei)軌道(dao)交(jiao)通土(tu)(tu)地(di)資源(yuan)開(kai)發(fa)利用(yong)(yong)工作筑起堅實的(de)(de)壁(bi)壘。
