——記中鐵十四局3號線項目部經理王春國

青(qing)島(dao)地(di)鐵3號線土建14標(biao)段,是青(qing)島(dao)地(di)鐵3號線10多個標(biao)段中情(qing)況比較復(fu)雜的(de)標(biao)段工(gong)程,自從項目(mu)進(jin)場伊始,征地(di)拆遷難(nan)、外圍(wei)環境復(fu)雜、下穿膠濟線鐵路、下穿老舊(jiu)居民建筑等一系列難(nan)題就擺在了(le)項目(mu)經理王(wang)春國的(de)面(mian)前(qian),但是,開弓沒有回(hui)頭(tou)箭,既然已經接手項目(mu),只能一往無前(qian)!

一(yi)到青(qing)島(dao)地(di)鐵(tie)3號(hao)線的(de)(de)他(ta),就潛(qian)心投(tou)入到項(xiang)(xiang)目(mu)管理中,梳理著一(yi)道(dao)又一(yi)道(dao)工(gong)(gong)序,組(zu)織著一(yi)個又一(yi)個戰役,在(zai)他(ta)的(de)(de)帶領下,中鐵(tie)十四局(ju)集(ji)團青(qing)島(dao)地(di)鐵(tie)一(yi)期工(gong)(gong)程(cheng)3號(hao)線14標項(xiang)(xiang)目(mu)部一(yi)舉奪得了(le)2012年(nian)度(du)地(di)鐵(tie)建設先進單(dan)位(wei)、2012年(nian)度(du)宣(xuan)傳(chuan)報(bao)道(dao)先進單(dan)位(wei)、2012年(nian)度(du)安康杯優勝班組(zu)、2012年(nian)度(du)山東省(sheng)自主創(chuang)新(xin)模范企(qi)(qi)業等(deng)一(yi)系(xi)列榮譽(yu)稱號(hao),他(ta)本人也(ye)榮獲&“優秀項(xiang)(xiang)目(mu)經理”、&“青(qing)島(dao)市(shi)工(gong)(gong)人先鋒”等(deng)稱榮譽(yu),徹(che)底(di)打響了(le)中鐵(tie)十四局(ju)在(zai)青(qing)島(dao)“特別能(neng)吃苦、特別能(neng)戰斗”的(de)(de)名號(hao),為(wei)中鐵(tie)十四局(ju)贏得了(le)良(liang)好的(de)(de)企(qi)(qi)業聲譽(yu)。

盯安(an)全沖(chong)在危險源第一線

安(an)全(quan)(quan)(quan)生產是一(yi)個(ge)施(shi)(shi)工(gong)(gong)(gong)企業(ye)命脈(mo),它關(guan)系(xi)著(zhu)一(yi)個(ge)企業(ye)的(de)生存(cun)和發展(zhan)。面對青島地鐵3號(hao)線嚴峻的(de)安(an)全(quan)(quan)(quan)形勢,王春國經(jing)理(li)與項目書記(ji)、總工(gong)(gong)(gong)、生產副經(jing)理(li)、安(an)全(quan)(quan)(quan)員、施(shi)(shi)工(gong)(gong)(gong)員、工(gong)(gong)(gong)程技術(shu)人員一(yi)道,及(ji)時對隧道施(shi)(shi)工(gong)(gong)(gong)的(de)安(an)全(quan)(quan)(quan)工(gong)(gong)(gong)作進行(xing)了梳理(li),他(ta)深(shen)入到隧道掌(zhang)子面一(yi)次(ci)又一(yi)次(ci)查看情況,摸清了施(shi)(shi)工(gong)(gong)(gong)中存(cun)在的(de)20多種(zhong)危險源,針對這些問(wen)題(ti)和復雜的(de)地質情況,果斷采(cai)取了監控量測信息化管(guan)理(li)、安(an)全(quan)(quan)(quan)質量危險源管(guan)理(li),又有針對性地制定了18項應急預(yu)案,并認(ren)真(zhen)組織(zhi)實(shi)施(shi)(shi),逐步(bu)使(shi)工(gong)(gong)(gong)程施(shi)(shi)工(gong)(gong)(gong)步(bu)入良性發展(zhan)。

為進一步提高(gao)員(yuan)工(gong)(gong)(gong)的(de)(de)安(an)(an)全意識,他在項目部(bu)中(zhong)推行安(an)(an)全包保連帶(dai)責(ze)(ze)任追(zhui)(zhui)究(jiu)制(zhi)(zhi)(zhi),規定任何一道工(gong)(gong)(gong)序(xu)作(zuo)業(ye)的(de)(de)員(yuan)工(gong)(gong)(gong)出現(xian)安(an)(an)全事故,當班的(de)(de)施工(gong)(gong)(gong)員(yuan)、安(an)(an)全員(yuan)都要受到處罰,而且一同作(zuo)業(ye)的(de)(de)員(yuan)工(gong)(gong)(gong),也要對其進行責(ze)(ze)任追(zhui)(zhui)究(jiu)和經濟(ji)罰款,這種連帶(dai)責(ze)(ze)任追(zhui)(zhui)究(jiu)制(zhi)(zhi)(zhi),使(shi)參戰員(yuan)工(gong)(gong)(gong)更加重視(shi)安(an)(an)全。在安(an)(an)全得以(yi)保障(zhang)的(de)(de)情況(kuang)下,他又(you)狠(hen)抓工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang),堅(jian)持工(gong)(gong)(gong)區分工(gong)(gong)(gong)負責(ze)(ze)管(guan)理的(de)(de)辦(ban)法,在施工(gong)(gong)(gong)現(xian)場實行“人盯工(gong)(gong)(gong)序(xu)”的(de)(de)管(guan)理辦(ban)法,并認真落實工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)“三檢(jian)制(zhi)(zhi)(zhi)”、“工(gong)(gong)(gong)序(xu)交接制(zhi)(zhi)(zhi)”、“內(nei)部(bu)旁站(zhan)監理制(zhi)(zhi)(zhi)度”,盯住每(mei)道施工(gong)(gong)(gong)工(gong)(gong)(gong)序(xu),使(shi)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)穩步上升。

搞創新(xin)集思(si)廣益國(guo)內領先

2012年(nian)(nian),當項目施工生產(chan)逐步走入正軌,各項工作有(you)條不紊的開展之際,一只“攔路(lu)虎”橫在了項目部全(quan)體員工面前,那(nei)就是如何穿(chuan)越永平路(lu)至(zhi)青島火車北(bei)站區間的五棟老(lao)樓房(fang)和大量平房(fang)區,這些(xie)老(lao)舊樓房(fang)普遍(bian)建于上世(shi)紀(ji)70年(nian)(nian)代,有(you)的甚至(zhi)更(geng)早,如何安全(quan)高效(xiao)的穿(chuan)越上述風(feng)險源(yuan),成為(wei)擺在王(wang)春國面前的一道難題。

王(wang)春國(guo)親自參與(yu)施(shi)(shi)工(gong)(gong)(gong)組織(zhi)方(fang)案的編(bian)寫(xie),請來(lai)多位(wei)國(guo)內知名專家優化施(shi)(shi)工(gong)(gong)(gong)方(fang)案,經過(guo)(guo)數十次方(fang)案論證(zheng)和(he)現場試驗(yan),最(zui)終形成了(le)(le)“雙楔(xie)形”掏槽和(he)“中控大直徑直眼掏槽”爆(bao)(bao)破設計(ji)方(fang)案。在(zai)整個爆(bao)(bao)破過(guo)(guo)程中,施(shi)(shi)工(gong)(gong)(gong)人(ren)(ren)員通過(guo)(guo)監測數據采集(ji),及時調整爆(bao)(bao)破參數,使爆(bao)(bao)破施(shi)(shi)工(gong)(gong)(gong)振動(dong)控制達到(dao)了(le)(le)預期效果。爆(bao)(bao)破施(shi)(shi)工(gong)(gong)(gong)的振速由國(guo)家規定的3.5至5厘米/秒,降至1厘米/秒以內,達到(dao)了(le)(le)國(guo)內先(xian)(xian)進水平,順(shun)利實現了(le)(le)五(wu)棟樓房的地(di)下穿(chuan)越(yue)。在(zai)一流的專項(xiang)(xiang)施(shi)(shi)工(gong)(gong)(gong)技術支持下,他又不(bu)失時機(ji)地(di)組織(zhi)項(xiang)(xiang)目部施(shi)(shi)工(gong)(gong)(gong)生產大比武,先(xian)(xian)后開(kai)展了(le)(le)“大干100天”,“保安全(quan)、保質量(liang)、樹信(xin)譽&”等勞(lao)動(dong)競賽活動(dong),還對競賽活動(dong)優秀人(ren)(ren)員進行獎勵(li),激勵(li)了(le)(le)員工(gong)(gong)(gong)工(gong)(gong)(gong)作的積極性,施(shi)(shi)工(gong)(gong)(gong)進度更(geng)加有序可控。2013年(nian)3月,中鐵十四局青島地(di)鐵3號線項(xiang)(xiang)目部在(zai)全(quan)線范圍(wei)內率先(xian)(xian)實現標段貫通,受到(dao)地(di)鐵集(ji)團的高度贊(zan)揚!

抓節約嚴格(ge)制度鐵(tie)面無私

“一(yi)(yi)項工(gong)程沒有效益,出(chu)現虧損(sun),還不如不干,對(dui)企業(ye)(ye)也沒有推動作用(yong)。”這是王春國(guo)經常掛在(zai)嘴邊的(de)(de)(de)話。擔任過數個項目(mu)經理的(de)(de)(de)他(ta)(ta),深(shen)知效益對(dui)企業(ye)(ye)發展的(de)(de)(de)推動作用(yong)。青島地鐵(tie)14標項目(mu)部,從2010年(nian)6月開工(gong),由于(yu)各方面(mian)原因,工(gong)期一(yi)(yi)再拖延,給工(gong)程成(cheng)(cheng)本造成(cheng)(cheng)了很大的(de)(de)(de)壓力。針對(dui)這些問題,王春國(guo)認真查找造成(cheng)(cheng)前期成(cheng)(cheng)本壓力的(de)(de)(de)因素,根(gen)據分析判斷(duan),他(ta)(ta)把這些問題,歸(gui)結(jie)于(yu)進度上不去,造成(cheng)(cheng)機械臺班過多、人員(yuan)工(gong)資增多、材料周轉不快、多投入等,找出(chu)問題癥(zheng)結(jie)后,王春國(guo)及時在(zai)生產進度上做(zuo)文(wen)章,在(zai)項目(mu)部內推出(chu)了項目(mu)部績效工(gong)資考(kao)核制度,規定(ding)項目(mu)部各部室、工(gong)區和(he)施工(gong)作業(ye)(ye)班組完(wan)成(cheng)(cheng)和(he)超額完(wan)成(cheng)(cheng)當班計劃任務,一(yi)(yi)律給予相(xiang)應(ying)獎(jiang)勵;對(dui)于(yu)未完(wan)成(cheng)(cheng)相(xiang)應(ying)施工(gong)計劃的(de)(de)(de)部門(men),則處以相(xiang)應(ying)的(de)(de)(de)罰款(kuan),獎(jiang)罰每(mei)月兌(dui)現一(yi)(yi)次(ci),經濟杠(gang)桿的(de)(de)(de)作用(yong),把每(mei)一(yi)(yi)名參戰員(yuan)工(gong)的(de)(de)(de)積極(ji)性(xing)調動起來,生產進度有了突飛猛進的(de)(de)(de)勢頭,無形(xing)之中降低了工(gong)程成(cheng)(cheng)本。

在(zai)項目管(guan)理中,他及時(shi)(shi)注意開源節流,定期進行(xing)成本分(fen)析,對工地材料(liao)(liao)浪費過大的(de)情(qing)(qing)況,他采(cai)取了工區(qu)上報材料(liao)(liao)計劃,經(jing)濟管(guan)理部門(men)和工程技術部門(men)對其工作量進行(xing)審核(he),限(xian)額發料(liao)(liao),一(yi)下扭(niu)轉了以(yi)往(wang)隨意領(ling)料(liao)(liao)的(de)情(qing)(qing)況。同時(shi)(shi)他積極組(zu)織(zhi)節能降(jiang)耗(hao)活動,對耗(hao)油大,功力不(bu)高的(de)機械,一(yi)律進行(xing)改造,僅此一(yi)項,項目部每月比前(qian)期降(jiang)低成本15000多元。

獻愛心(xin)(xin)與員工(gong)相處以心(xin)(xin)交(jiao)心(xin)(xin)

一(yi)個項(xiang)(xiang)目(mu)工(gong)(gong)程的(de)(de)成敗,人(ren)(ren)與(yu)人(ren)(ren)之間的(de)(de)和諧,起(qi)著至關重要的(de)(de)作(zuo)(zuo)用。2013年3月份(fen),為(wei)進(jin)一(yi)步理順(shun)內部(bu)關系(xi),在(zai)(zai)他(ta)(ta)的(de)(de)主(zhu)持下(xia),項(xiang)(xiang)目(mu)部(bu)開(kai)展了(le)(le)開(kai)門納言談(tan)心活(huo)動(dong),解(jie)(jie)(jie)答(da)解(jie)(jie)(jie)決職工(gong)(gong)提出的(de)(de)問題,采集合理化(hua)(hua)建(jian)議。他(ta)(ta)與(yu)每名(ming)職工(gong)(gong)進(jin)行了(le)(le)“面(mian)(mian)對面(mian)(mian)”的(de)(de)談(tan)心交流,對取得成績的(de)(de)職工(gong)(gong)給予鼓勵和肯定,對存(cun)在(zai)(zai)缺點和問題的(de)(de)職工(gong)(gong)提出具體的(de)(de)改正(zheng)(zheng)要求及時限,對情(qing)緒波動(dong)較大的(de)(de)職工(gong)(gong)了(le)(le)解(jie)(jie)(jie)思想動(dong)態和家(jia)庭(ting)困難,理順(shun)情(qing)緒,化(hua)(hua)解(jie)(jie)(jie)矛盾,鼓起(qi)他(ta)(ta)們(men)的(de)(de)勇(yong)氣(qi)(qi)和信(xin)心。他(ta)(ta)先(xian)后與(yu)30多名(ming)員(yuan)(yuan)工(gong)(gong)和外協(xie)隊伍員(yuan)(yuan)工(gong)(gong)進(jin)行了(le)(le)面(mian)(mian)對面(mian)(mian)的(de)(de)談(tan)話,項(xiang)(xiang)目(mu)部(bu)每一(yi)個員(yuan)(yuan)工(gong)(gong)的(de)(de)情(qing)況,他(ta)(ta)都(dou)一(yi)清二楚。項(xiang)(xiang)目(mu)部(bu)外聘員(yuan)(yuan)工(gong)(gong)洪峰家(jia)屬來(lai)探(tan)親(qin),正(zheng)(zheng)逢六一(yi)兒(er)童節,他(ta)(ta)親(qin)自安排辦公室人(ren)(ren)員(yuan)(yuan)為(wei)他(ta)(ta)的(de)(de)孩子(zi)發放學(xue)習用品和玩具;材料(liao)員(yuan)(yuan)曹月福收入不高(gao),家(jia)庭(ting)負(fu)擔過(guo)重,王(wang)春(chun)(chun)國(guo)及時代他(ta)(ta)向工(gong)(gong)會申請了(le)(le)救濟,解(jie)(jie)(jie)決了(le)(le)他(ta)(ta)生活(huo)上(shang)的(de)(de)難題,在(zai)(zai)項(xiang)(xiang)目(mu)部(bu)只(zhi)要任何一(yi)個員(yuan)(yuan)工(gong)(gong)生活(huo)和工(gong)(gong)作(zuo)(zuo)上(shang)有困難,他(ta)(ta)都(dou)出面(mian)(mian)幫助解(jie)(jie)(jie)決,徹(che)底解(jie)(jie)(jie)決了(le)(le)員(yuan)(yuan)工(gong)(gong)的(de)(de)后顧之憂(you)。而家(jia)在(zai)(zai)青島的(de)(de)他(ta)(ta),因為(wei)工(gong)(gong)作(zuo)(zuo)忙碌(liu),一(yi)星(xing)期都(dou)回去不了(le)(le)幾次。2013年5月26日,青島市氣(qi)(qi)象臺(tai)發布暴雨警報,而此時王(wang)春(chun)(chun)國(guo)的(de)(de)母(mu)(mu)親(qin)因病正(zheng)(zheng)在(zai)(zai)住院(yuan),他(ta)(ta)顧不上(shang)陪(pei)伴年邁(mai)的(de)(de)母(mu)(mu)親(qin),整(zheng)夜奔波在(zai)(zai)施工(gong)(gong)現場一(yi)線(xian),指揮項(xiang)(xiang)目(mu)部(bu)的(de)(de)防洪搶(qiang)險工(gong)(gong)作(zuo)(zuo),直到27日暴雨過(guo)后,才急匆匆前往(wang)醫(yi)院(yuan)探(tan)望母(mu)(mu)親(qin)。

正是在(zai)王(wang)春國(guo)經(jing)理的(de)帶領(ling)下,中鐵(tie)十四(si)局青(qing)島(dao)地(di)鐵(tie)14標(biao)項目部(bu)全(quan)體員工發(fa)揚“逢山(shan)鑿路、遇(yu)水(shui)架橋”的(de)鐵(tie)道兵精神,頑強拼搏,兢兢業(ye)業(ye),使14標(biao)段(duan)的(de)施工生產進(jin)度(du)在(zai)3號線(xian)全(quan)線(xian)中處于領(ling)跑地(di)位,贏得了地(di)鐵(tie)公司的(de)高度(du)肯(ken)定。2012年11月,中鐵(tie)十四(si)局集團(tuan)再(zai)中青(qing)島(dao)地(di)鐵(tie)2號線(xian)標(biao)段(duan),為中鐵(tie)十四(si)局在(zai)青(qing)島(dao)地(di)鐵(tie)市場的(de)滾(gun)動(dong)發(fa)展(zhan)打下了堅實(shi)的(de)基礎。
